🏛️ THE HEARTBEAT: WEDNESDAY'S CABINET AND THREE DECISIONS THAT COULD TOUCH YOUR NEIGHBOURHOOD

Croydon Council's Executive Mayor and Cabinet meet on Wednesday 14/10/2026 at 6:30pm in the Council Chamber at the Town Hall, Katharine Street. Three items on the agenda affect parks, adult learning and community buildings. In each case Cabinet is being asked to approve consultation, or a route towards a decision, rather than a final outcome.

🌳 Drinking and nuisance rules for every park and eight high streets. The council wants to extend Public Space Protection Orders (PSPOs) to 127 parks and open spaces, from Lloyd Park and Wandle Park to Farthing Downs, and to the district centres of Crystal Palace, Norbury, Addiscombe, Purley, Coulsdon, Selsdon, New Addington and South Norwood. It also wants to renew Thornton Heath's order, which lapses in February. A PSPO makes certain behaviour in a mapped area a criminal offence. The Mayor's introduction says the powers would help with street drinking, noise nuisance, harassment and intimidation, but the exact prohibitions have not been published and will be set out in the consultation. In Thornton Heath, officers logged 409 incidents between February 2024 and June 2026, and 384 involved alcohol. Croydon Today reports that nobody has been fined so far, because the police do not issue fixed penalty notices for breaches.

📚 Adult learning could move to outside providers. Croydon Adult Learning and Training (CALAT) employs 197 people, mostly sessional or casual tutors. The council proposes to stop teaching courses itself and instead buy them from colleges, charities and training providers. It says CALAT faces a shortfall of about £500,000 this year, and that the plan is "not a cut" to the adult learning grant. If Cabinet agrees, a 21-day consultation runs from 1 to 21 November, and buying would start from 1 December if the final decision goes ahead. If you are a learner, courses continue this term, and most classes are moving from the Clocktower to Strand House in Thornton Heath this month.

🏘️ 31 more buildings and plots join the disposal list. They include Coulsdon Community Centre, the Phoenix Centre in Upper Norwood, Lantern Hall and 14 Scout huts and camps. The Mayor says 24 of the 31 are community assets, and the council's preferred approach is to offer them to their existing users first. The report says that if terms cannot be agreed, the council keeps the building. If your group uses one of these buildings, it is worth asking whether the council has been in touch, because a transfer usually brings the running costs with it.

The same meeting also looks at the draft 2027/28 budget and its 4.99% Council Tax rise. Papers are on the council's democracy site.

The Big Give campaign for the Croydon Together night shelter closes at 6pm today, Monday 12/10/2026, and gifts are doubled while the match fund lasts, so a £10 gift becomes £20. Croydon Voluntary Action needs £90,000 to reopen the shelter this winter for up to 20 people, and £45,000 of that is pledged match funding. When Croydon Today checked on 1 October, £13,320 had been raised, so the total will be higher now.

If you would like to volunteer, contact CVA on 020 8253 7070 or [email protected]. If you are worried about someone sleeping rough, you can alert the outreach team through StreetLink.

Between 1942 and 1984, Lean directed 16 films that between them won 26 Oscars, including The Bridge on the River Kwai and Lawrence of Arabia. The volunteer-run David Lean Cinema at the Clocktower has just relaunched its website and given itself a new logo and tagline, "See the world. One film at a time."
